Admiral Howard was the first woman to become a four-star admiral in the United States Navy. She also made history as the first African American woman to captain a U.S. naval ship. In 2016, she served as the Commander of naval forces in Europe and Africa, retiring in 2017. In 2020, she was appointed to the Pentagon's transition team for the Department of Defense.
